The “United Voices in Action” program, implemented by IREX in Ukraine with the support of the U.S. State Department, works to enhance stabilization in Ukraine by promoting the integration of civil society and increasing community cohesion. As part of the program, educational materials, manuals, booklets, success stories, presentations and other materials will be created and will require translation from Ukrainian to English and vice versa. In certain cases, the program will require simultaneous or consecutive interpretation for online/offline meetings, trainings, conferences, summits, forums, presentations, and accompanying delegates. 

To achieve this, VIA is announcing a competition for the procurement of consulting services for the following tasks: 

Lot 1 – Written Translation: 

  • Written translation of texts and presentations, paying special attention to the content of the translated texts and materials 
  • Preparation of translated texts in accordance with the style and content of the originals 
  • Editing and verifying text before delivery to the customer 
  • Close communication with the IREX team (email, online meetings) 
  • Preparation of reports in accordance with instructions provided by IREX 

 Lot 2 – Verbal Translation: 

  • High quality sequential translation of online/offline meetings, trainings, conferences, summits, forums, and presentations 
  • Simultaneous translation of online/offline meetings, trainings, conferences, summits, forums, and presentations 
  • If necessary, accompany employees and program experts on business trips to perform oral translation 
  • Accompany delegates and provide interpretation in cities where the program operates 
  • Possess high-quality professional ethics and ensure compliance with the program privacy policy 

Requirements for candidates: 

  1. Higher Education degree with a specialty in philology (including English) or translation  
  2. Fluency in Ukrainian and English 
  3. At least 3 years experience providing written and oral translation services  
  4. Text editing skills sufficient to produce completed, easy to read translations that can be fully understood by a native speaker of the target language 
  5. Willingness to respond quickly, communicate, and provide services 
  6. Responsibility and ability to meet deadlines 
  7. Ability to work with large amounts of information 
  8. Literacy 
  9. Available official registration for service provision 
  10. Experience cooperating with international organizations, public organizations, and/or charitable foundations is an advantage 
  11. Available portfolio 

A contract will be signed with the selected candidate through September 2023, with the possibility for an extension. 

The following documents are required to participate in the competition: 

  • Resume indicating the cost in USD for translating an 1,800 character (with spaces) page in Ukrainian or English if you are applying for Lot 1 or a resume indicating the hourly rate in USD if you are applying for Lot 2. If you apply for both lots, then you should indicate 2 service prices in your resume. 
  • Indication of the lots for which the candidate is applying. Lot 1 is written translation, Lot 2 is verbal translation. Candidates may apply for either or both Lots. 
  • List and contact details of at least 3 persons who can provide recommendations. 
  • Diplomas and certificates (confirmation of qualifications). 
  • Documents demonstrating the right to carry out entrepreneurial activities (registration documents, etc.). 

The deadline for submitting resumes and other documents is March 20, 2023, and they should be sent to tender-ua@irex.org with the subject line “Tender: Translation Services [Lot Number]” (Lot Number should indicate if you are applying to Lot 1 or Lot 2, if you are applying to both, please separate them with a comma). 

The competition will take place in two stages. The first stage is an evaluation of resumes and other submitted documents. The second stage is interviews with candidates invited based on the results of the first stage, as well as the verification of recommendations.
